Gay, evangelical and seeking acceptance in church

Evangelicals are being challenged to change their views of gays and lesbians, and the pressure isn't coming from the gay rights movement or watershed court rulings: Once silent for fear of being shunned, more gay and lesbian evangelicals are speaking out about how they've struggled to reconcile their beliefs and sexual orientation.

Students and alumni from Christian colleges have been forming gay and lesbian support groups ? a development that even younger alumni say they couldn't have imagined in their own school years. Gay evangelicals have published memoirs that prod traditional Christians to re-examine how they think about gays and lesbians. Among the most recent is Jeff Chu's "Does Jesus Really Love Me? A Gay Christian's Pilgrimage in Search of God in America." Paul Southwick, a gay evangelical attorney in Oregon, has started an "It Gets Better" style video project, "On God's Campus: Voices from the Queer Underground," with testimonials from gays and lesbians at the Christian schools.

The goals of these activists and writers vary. Some argue monogamous same-sex marriages are consistent with traditional Bible views and hope to remain in conservative churches. Others agree with traditional teaching on marriage and have committed to staying celibate for life, but are speaking out because they feel demonized within their communities.

Whatever their aims, they are already having an impact.

"There are a growing number of us who grew up hearing a certain origin story about our same-sex attraction that didn't resonate with us," said Wesley Hill, 32, who teaches at a conservative Anglican seminary, Trinity School for Ministry in Pennsylvania, and wrote the book "Washed and Waiting: Reflections on Christian Faithfulness and Homosexuality." ''We are wanting to have conversations that older generations of evangelicals haven't had or haven't wanted to have."

A February survey by the Public Religion Research Institute found seven in 10 white evangelicals overall were against gay marriage. However, younger respondents backed same-sex marriage by 51 percent. Younger Christians grew up with openly gay friends and relatives, and often found their elder's fight for traditional marriage damaging to the church, according to studies by the Barna Group's David Kinnamon, among other surveys.

Still, it is only in the last few years that gay and lesbian evangelicals have discussed their same-sex attraction so openly. It has been far more common for gays and lesbians from traditional faith groups to join liberal houses of worship or leave organized religion altogether. In a recent survey of lesbian, gay, bisexual and transgender Americans by the Pew Research Center, 48 percent said they had no religious affiliation, compared with 20 percent of the general public. Of the LGBT adults with religious ties, one-third said there is a conflict between their religious beliefs and their sexual orientation.

Evangelical leaders are taking notice. After the U.S. Supreme Court last week gave federal recognition to gay marriages, several evangelicals responded not only by renewing their commitment to traditional marriage, but also by urging like-minded Christians to be more sensitive in the way they express their beliefs. For those outside conservative Christianity, this may not seem significant, but it's a notable change for Christians who believe their faith requires them to challenge same-sex relationships.

"We need to show grace and friendship to those who struggle, while holding fast to what the Scriptures teach. Without hiding our beliefs, we need to look for opportunities to have conversations, build relationships and demonstrate grace," wrote Ed Stetzer, head of the research arm of the Southern Baptist Convention, on his blog, "The Exchange."

A week earlier, the head of Exodus International, a Christian ministry that helped conflicted Christians rid themselves of unwanted same-sex attraction through counseling and prayer, apologized to the gay community for inflicting "years of undue suffering." Alan Chambers said he continues to hold "a biblical view that the original intent for sexuality was designed for heterosexual marriage." Still, he said the organization would shut down and he would instead work to promote reconciliation between people with opposing views.

In the last few years, more than 40 gay and lesbian support groups have been formed at Christian colleges, by Southwick's estimate. The 29-year-old lawyer has been reaching out to the groups as part of his video project and is also active in OneGeorgeFox, the support group founded by gay and lesbian alumni and students of his alma mater, George Fox University, a Christian school in Oregon.

He said few of the groups have been formally recognized by their schools and some meet secretly off campus. Christian colleges generally have community standards policies barring sex outside of marriage between a man and a woman. Students fear publicly identifying as gay ? celibate or not ? could jeopardize their futures at the schools.

"The goal is survival," Southwick said. "If you talk to any of the LGBT students at these campuses, they are in environments that are really hostile."

However, at least one prominent evangelical school, Wheaton College in Illinois, officially recognized its support group, called Refuge, four months ago. Wheaton is known as the Harvard of evangelical schools, graduating evangelist Billy Graham and other influential leaders. LaTonya Taylor, a Wheaton spokeswoman, said the goal of Refuge "is for students who experience same-sex attraction to be mentored by a Christian community" within traditional biblical standards, "rather than to struggle alone in silence." Other schools, including George Fox, have responded to the groups by organizing campus discussions about the Bible and homosexuality, including speakers who support same-sex relationships.

Another sign of change: Gay evangelicals have already prompting a backlash.

The influential Pentecostal magazine Charisma ran a critical three-part series starting in May, titled "Can a Christian be Gay?" in response to the recent book "Torn: Rescuing the Gospel from the Gays vs. Christians Debate" by Justin Lee, founder of the Gay Christian Network.

Lee is gay and celibate, but encourages dialogue among evangelicals with different views. He frames the discussion as "Side A" and "Side B" Christians. "Side B" believes gays should be celibate because of a consistent Christian teaching that sex is only for marriage between a man and a woman. "Side A" Christians believe God blesses same-sex relationships because the particular Bible verses cited to condemn homosexuality do not reflect advances in knowledge about same-sex attraction.

Lee started the network as an online-only community in 2001. It has since grown to become a national organization based in Raleigh, N.C., with annual conferences that organizers say draw hundreds of people.

In his Charisma articles, evangelist Larry Tomczak wrote that he wanted to clear up confusion caused by Lee's arguments.

"An entire chapter in the Old Testament lists certain activities and calls them 'detestable,' stating in no uncertain terms, "Stay away!" The New Testament uses five terms to describe both male and female homosexual conduct: 'unnatural,' 'perverted,' 'degrading,' 'shameful' and 'indecent,'" Tomczak wrote. "Not to be facetious, but is that hard to understand?"

Tomczak said being gay is a choice ? and one that dishonors God.

Inadvertently, Exodus and other ministries that have promised a gay-to-straight transformation have played a role in prompting gay and lesbian evangelicals to go public. Many gay evangelicals who unsuccessfully sought out a "cure" in the programs have emerged with profound misgivings about the way Christians approach the issue.

A 2005 graduate of George Fox University, Southwick said he was encouraged by the school to enter a two-year counseling program with a local affiliate of Exodus, which included a graduation ceremony that Southwick dismissed as "a straight diploma." He became depressed and suicidal during the program.

Lee, of the Gay Christian Network, was raised Southern Baptist believing that gays could become straight "if they trusted God and had the willingness to do so." In college, he attended Exodus conferences and sought out other similar ministries hoping to become attracted to women. It didn't work. Lee says he's always been celibate, so the ministries' focus on changing behavior wasn't helpful.

"I was focused on changing the attractions. That led me to ask a lot of tough questions about whether people's attractions were changing and I realized they were not," Lee said.

The Rev. Russell Moore, head of the public policy arm of the Southern Baptist Convention, cautioned against reading too much into the collapse of Exodus International or any talk of a more compassionate evangelical response to gays and lesbians.

' 'There is no change in the Christian sexual ethic, because there can't be. For us it's a matter of Gospel fidelity," Moore said.

Instead, he considers the Exodus shutdown the end of a misguided therapeutic approach that Moore argues promised a quick fix it couldn't deliver. "We like conversion stories, and we like them to be quickly resolved in two or three minutes with a happy ending, but that's not what the Christian life is like in Scripture," he said.

Still, Moore agrees religious conservatives are at least approaching the debate about homosexuality differently in what he calls "a more authentic, honest conversation about sexuality."

At Fuller Theological Seminary, a leading evangelical school in Pasadena, Calif., the group OneTable formed to foster open discussion about religion and homosexuality.

Last October, Episcopal Bishop Gene Robinson, the first bishop in world Anglicanism to live openly with a same-sex partner, spoke to the students, at a screening of a movie "Love Free or Die," about the uproar that followed his 2003 election as the New Hampshire bishop.

"Everyone thought there would be some horrendous blowup. It was a wonderful evening. The questions to me were absolutely honest and thoughtful and faithful," said Robinson, who recently retired from his diocese. "A lot of people came in certain and a lot of people left confused ? which is huge."

Obama to announce new power initiative for Africa

CAPE TOWN, South Africa (AP) ? President Barack Obama on Sunday will announce a new initiative to double access to electric power in sub-Saharan Africa, part of his effort to build on the legacy of equality and opportunity forged by his personal hero, Nelson Mandela.

Obama, who flew from Johannesburg to Cape Town on Sunday, is paying tribute to the ailing 94-year-old Mandela throughout the day. The president and his family visited Robben Island, where the anti-apartheid leader spent 18 years confined to a tiny cell, including a stop at the lime quarry where Mandela toiled and developed the lung problems that sent him to the hospital for most of the month.

The White House said Obama's guide during the tour was 83-year-old South African politician Ahmed Kathrada, who also was held at the prison for nearly two decades and guided Obama on his 2006 visit to the prison as a U.S. senator. The president also saw the prison courtyard where Mandela planted grapevines that remain today, and where he and others in the dissident leadership would discuss politics, sneak notes to one another and hide writings.

"On behalf of our family, we're deeply humbled to stand where men of such courage faced down injustice and refused to yield. The world is grateful for the heroes of Robben Island, who remind us that no shackles or cells can match the strength of the human spirit," Obama wrote in the guest book in the courtyard, his U.S. Secret Service agents standing watch in the old guard tower above.

During the tour, which took place under sunshine and clear, blue skies, Obama, first lady Michelle Obama and daughters Malia and Sasha took in the expansive view of the quarry, a huge crater with views of the rusty guard tower from where Mandela was watched. Obama commented on the "hard labor" Mandela endured and asked Kathrada to remind his daughters how long Mandela was in prison.

Michelle Obama asked how often Mandela would work and was told he worked daily. As the family turned to leave, Obama asked Kathrada to tell his daughters how the African National Congress, the South African political party, got started.

After the tour, Obama visited retired archbishop Desmond Tutu at a youth center run by his HIV foundation before delivering what the White House has billed as the signature speech of the president's weeklong trip, an address at the University of Cape Town that will be infused with memories of Mandela.

Obama will use the address to unveil the "Power Africa" initiative, which includes an initial $7 billion investment from the United States over the next five years. Private companies, including General Electric and Symbion Power, are making an additional $9 billion in commitments with the goal of providing power to millions of Africans crippled by a lack of electricity.

Gayle Smith, Obama's senior director for development and democracy, said more than two-thirds of people living in sub-Saharan Africa do not have electricity, including 85 percent of those living in rural areas.

"If you want lights so kids can study at night or you can maintain vaccines in a cold chain, you don't have that, so going the extra mile to reach people is more difficult," Smith said.

The U.S. and its private sector partners initially will focus its efforts on six countries: Ethiopia, Ghana, Kenya, Liberia, Nigeria and Tanzania, where Obama will wrap up his trip later this week. Former President George W. Bush, who supports health programs throughout the continent, will also be in Tanzania next week, and the White House did not rule out the possibility that the two men might meet.

Obama will also highlight U.S. efforts to bolster access to food and health programs on the continent. His advisers said the president sees reducing the poverty and illness that plague many parts of Africa as an extension of Mandela's example of how change can happen within countries.

The former South African president has been hospitalized in critical condition for three weeks. Obama met Saturday with members of Mandela's family, but did not visit the anti-apartheid icon, a decision the White House said was in keeping with his family's wishes.

Obama's weeklong trip, which opened last week in Senegal, marks his most significant trip to the continent since taking office. His scant personal engagement has come as a disappointment to some in the region, who had high hopes for a man whose father was from Kenya.

Obama visited Robben Island when he was a U.S. senator. But since being elected as the first black American president, Obama has drawn inevitable comparisons to Mandela, making Sunday's visit particularly poignant.

The president said he was eager to bring his family with him to the prison to teach them about Mandela's role in overcoming white racist rule, first as an activist and later as a president who forged a unity government with his former captors.

He told reporters Saturday he wanted to "help them to understand not only how those lessons apply to their own lives but also to their responsibilities in the future as citizens of the world, that's a great privilege and a great honor."

Ben Rhodes, Obama's deputy national security adviser, said Mandela's vision was always going to feature prominently in the speech. But his deteriorating health "certainly puts a finer point on just how much we can't take for granted what Nelson Mandela did."

Harkening back to a prominent theme from Obama's 2009 speech in Ghana ? his only other trip to Africa as president ? Obama will emphasize that Africans must take much of the responsibility for finishing the work started by Mandela and his contemporaries.

"The progress that Africa has made opens new doors, but frankly, it's up to the leaders in Africa and particularly young people to make sure that they're walking through those doors of opportunity," Rhodes said.

Obama will speak at the University of Cape Town nearly 50 years after Robert F. Kennedy delivered his famous "Ripple of Hope" speech from the school. Kennedy spoke in Cape Town two years after Mandela was sentenced to life in prison.

(AP) ? Hundreds of relatives, friends and teammates wept together and hugged Saturday at the funeral of a semi-pro football player whose killing led to murder and weapons charges against former New England Patriots player Aaron Hernandez.

The body of Odin Lloyd was found June 17 near Hernandez's home. Police arrested Hernandez on Wednesday and charged him with orchestrating the execution-style shooting.

Lloyd played for the Boston Bandits and was dating the sister of Hernandez's fiancee. Members of Lloyd's team showed up for the funeral in their uniforms and chanted his name as pallbearers placed his casket in a hearse outside Church of the Holy Spirit in Boston's Mattapan neighborhood. The crowd of mourners was so large that some could not find room inside the church for the two-hour service.

Hernandez has pleaded not guilty and is being held without bail. Two other men are also in custody. Prosecutors say the three were in a car with Lloyd shortly before his death.

Authorities have said trouble that led to Lloyd's killing happened June 14, when Lloyd went with Hernandez to a Boston nightclub. Hernandez became upset when Lloyd began talking with people Hernandez apparently didn't like, prosecutors said.

On June 16, the night before the slaying, a prosecutor said, Hernandez texted two unidentified friends and asked them to hurry to Massachusetts from Connecticut.

A few minutes later, he texted Lloyd to tell him he wanted to get together, prosecutors said. Authorities say Hernandez, Carlos Ortiz and Ernest Wallace picked up Lloyd at around 2:30 a.m. June 17, drove him to an industrial park near Hernandez's home and shot him five times. They have not said who fired the shots.

Prosecutors said an ammunition clip found in Hernandez's Hummer matched the caliber of casings found at the scene of Lloyd's killing.

Hernandez's lawyer argued in court that the case is circumstantial. He said Hernandez, who was cut by the Patriots the day he was arrested, wanted to clear his name.

Ortiz's attorney, John Connors, said he will seek bail for his client at the July 9 hearing. He described Ortiz as a "gentle person" and said he will advise Ortiz to plead not guilty to the gun charge he is facing.

Wallace surrendered in Miramar, Fla., on Friday, police said. Authorities had been seeking Wallace on a charge of acting as an accessory after Lloyd's murder. Details of that allegation weren't released.

Hernandez was drafted by the Patriots in 2010 and signed a five-year contract worth $40 million last summer. He could face life in prison if convicted.

Rome man faces felony sex charge

A Rome man faces a felony sex-related charge, according to the Oneida County Child Advocacy Center.

Michael Johnson, 34, was charged with first-degree sex abuse, officials said. He was arraigned in Rome City Court and sent to Oneida County jail without bail.

Rome police Detective Richard Galluppi, who is assigned to the Child Advocacy Center, made the arrest.

The victim has been offered counseling through the Advocacy Center.

Attacks compound C. African Republic aid crisis

DAKAR, Senegal (AP) ? Human rights and aid groups say continued insecurity in Central African Republic has compounded a humanitarian crisis affecting the country's entire population of 4.6 million people.

Nine aid agencies issued a joint statement Friday saying there was an $80 million funding gap to address a deteriorating situation that has left 60,000 people facing severe food shortages.

Researchers at Human Rights Watch have confirmed attacks on 34 villages and towns since February, leading to the deaths of at least 40 civilians and the destruction of more than 1,000 houses.

The rights group said this week that many of the attacks were carried out by fighters from the Seleka rebel coalition, which ousted President Francois Bozize in March. A minister in the transitional government said Seleka fighters were not responsible.

In a significant legal decision with a connection to Vermont?s farming community, the United States Court of Appeals for the Federal Circuit has affirmed that organic farmers cannot obtain a judicial declaration to prevent Monsanto from suing them in the future for violating its patents on seeds. ?The Federal Circuit court is the court of appeal for all patent cases, below only the U.S. Supreme Court. ?The court said that the farmers do not have ?standing? to seek such a declaration against Monsanto because they are themselves in no danger of being sued by Monsanto for ?inadvertent? infringement of Monsanto?s seed patents.

Monsanto owns a number of patents on transgenic crop seeds ? seeds that are genetically engineered to survive the spraying of herbicides to control weeds in the crop fields. ?Farmers who purchase Monsanto?s GMO seeds must agree not to harvest the seeds from the resulting adult crops and use the harvested seeds for planting without Monsanto?s permission. ?In effect, when a farmer purchases Monsanto?s patented GMO seeds, he or she is agreeing to use the seeds ? i.e., Monsanto?s patented technology ? for one-time use. ?Monsanto has a history of suing farmers who harvest and replant its seeds. ?Because Monsanto owns the patents on the seeds, their use without Monsanto?s permission constitutes patent infringement.

A large group of organic farmers and anti-GMO organizations, including Chittenden County state senator David Zuckerman, who owns an organic farm in Hinesburg known as Full Moon Farm, Inc., ?Northeast Organic Farming Association of Vermont (NOFA), and Rural Vermont, filed suit in federal court in New York in March of 2011. ?They sought what is known as a ?declaratory judgment? ? an anticipatory legal ruling that Monsanto?s GMO seed patents are invalid and that Monsanto should be barred from suing them if their crops are inadvertently pollinated by crops grown in nearby fields with Monsanto?s GMO seeds. ??Inadvertent? pollination can occur if, for example, corn plants grown in a field using non-Monsanto seeds are pollinated by corn pollen blown in on the wind from a nearby field of Monsanto corn. ?The non-Monsanto corn plants that are inadvertently pollinated by Monsanto corn pollen then produce seeds that contain Monsanto?s GMO technology.

In deciding whether to grant a declaratory judgment, the question before the New York federal court was: were any of the organic farmer plaintiffs in actual danger of having to face a patent infringement lawsuit by Monsanto if their crops were inadvertently pollinated? ?The court said no. ?True, Monsanto has a history of suing farmers who use harvested Monsanto seeds for replanting. ?In fact, as recently as May, the U.S. Supreme Court in a 9-0 decision sided with Monsanto against a farmer in Indiana. The Court held that Vernon Bowman?s harvesting and replantation of Monsanto soybeans was patent infringement against Monsanto. ?In this case, however, Monsanto made public that it had no intention of suing organic farmers whose crops might be inadvertently pollinated by Monsanto corn. ?In response to Monsanto?s statement, the plaintiffs demanded a blanket promise from Monsanto never to sue them. ?The New York federal court concluded that, because the plaintiffs were not in any real danger of being sued by Monsanto, they had no legal standing to seek a declaratory judgment that Monsanto cannot sue them.

Indeed, the court stated that the plaintiffs? demand for a blanket promise from Monsanto never to sue them was an attempt to create a legal controversy where none existed. ?The court dismissed plaintiffs? argument that they felt threatened by Monsanto?s refusal to give a blanket promise never to sue them. ?The court characterized plaintiffs? arguments as ?baseless? and ?groundless? and their tactics as ?not to be tolerated? and ?unacceptable.? ?The court further stated that plaintiffs? demand of a blanket promise from Monsanto ?was clearly intended to be used as a prop in this litigation,? and a ?transparent effort to create a controversy where none exists.? ?The court therefore dismissed the lawsuit. ?Not content, plaintiffs appealed to the Federal Circuit.

The Federal Circuit court affirmed the dismissal, agreeing with the lower court that the plaintiffs had no standing to ask for a declaratory ruling when they were in no real danger of being sued by Monsanto, although the Federal Circuit?s language was not as critical of the plaintiffs was as the lower court?s. ?The Federal Circuit pointed out that the plaintiffs? alleged fear of a lawsuit from Monsanto was ?too speculative.?

So, was the lawsuit by the organic farmer-plaintiffs merely an effort to attract attention to their anti-GMO, anti-Monsanto cause? ?If so, is that a proper use of the court system?

    North is nifty. Kim Kardashian and Kanye West's baby daughter is just over a week old, and according to her doting grandmother, she couldn't be better.

    Kardashian matriarch Kris Jenner stopped by TODAY to talk about North West and another "new baby" that's on the way.

    "She's amazing," Jenner said of her new granddaughter. "Everybody's doing really well at home. ? The baby's doing great and happy and healthy, and it's a really joyful time."

    But that's all she's able to share about the new arrival. When asked for a peek at her cell phone photos, she joked, "I'd have to kill you if I showed you my cell phone."

    So it seems fans will have to wait for North's official public debut to get a glimpse. But they won't have to wait long for the next big arrival.

    "I'm giving birth to something on July 15," Jenner teased about her upcoming talk show, "Kris." "It's going to be really, really cool. It's more of a lifestyle show -- health and fitness and fashion and food. It's pop culture, obviously, because we're kind of in the middle of all of that. It's straight from the horse's mouth every day."

    "Kris" will air weekday mornings on Fox.

    Power plant limits at center of Obama climate plan

    WASHINGTON (AP) ? Taking climate change efforts into his own hands, President Barack Obama is proposing sweeping steps to limit heat-trapping pollution from coal-fired power plants and to boost renewable energy production on federal property.

    Obama, in a speech Tuesday at Georgetown University, was to announce he's issuing a presidential memorandum to launch the first-ever federal regulations on carbon dioxide emitted by existing power plants, moving to curb the gases blamed for global warming despite adamant opposition from Republicans and some energy producers.

    The far-reaching plan marks Obama's most prominent effort yet to deliver on a major priority he laid out in his first presidential campaign and recommitted to at the start of his second term: to fight climate change in the U.S. and abroad and prepare American communities for its effects. Environmental activists have been irked that Obama's high-minded goals never materialized into a comprehensive plan.

    By expanding permitting on public lands, Obama hopes to generate enough electricity from renewable energy projects such as wind and solar to power the equivalent of 6 million homes by 2020, effectively doubling the electric capacity federal lands now produce, senior administration officials said. He'll also set a goal to install 100 megawatts of energy-producing capacity at federal housing projects by the end of the decade.

    Obama also was to announce $8 billion in federal loan guarantees to spur investment in technologies that can keep carbon dioxide produced by power plants from being released into the atmosphere.

    "While no single step can reverse the effects of climate change, we have a moral obligation to act on behalf of future generations," the White House said in a statement, arguing that climate change is no longer a distant threat ? the 12 hottest years on record all occurred in the past 15 years.

    The linchpin of Obama's plan involves new and existing power plants. Forty percent of U.S. carbon dioxide emissions, and one-third of greenhouse gases overall, come from electric power plants, according to the federal Energy Information Administration. The Obama administration already has proposed controls on new plants, but those controls have been delayed and not yet finalized. Tuesday's announcement would be the first public confirmation that Obama plans to extend carbon controls to existing plants.

    "The country is facing a threat; the president is facing facts," said Dan Lashof of the Natural Resources Defense Council, praising Obama for taking aim at power plants. "Reducing that pollution is the most important step we can take as a nation to stand up to climate change."

    A spokesman for major power companies said the industry long has understood the importance of addressing climate change and has been working to reduce greenhouse gas emissions for two decades. The industry will consider whether new climate change policies and regulations "mesh" with its ongoing transition to a cleaner generating fleet and an enhanced electric grid, said Tom Kuhn, president of the Edison Electric Institute, a group that represents power companies.

    Even before Obama spoke, reaction from Republicans was swift and dismissive, reflecting the opposition to climate legislation on Capitol Hill that prompted a frustrated Obama to sidestep lawmakers and take action himself. On both sides of the Capitol, Republicans claimed the plan would increase electricity prices and threaten the fragile economic recovery.

    Senate Minority Leader Mitch McConnell, R-Ky., said he would be raising his concerns with Obama in an unrelated Oval Office meeting later Tuesday.

    "It's tantamount to kicking the ladder out from beneath the feet of many Americans struggling in today's economy," McConnell said on the floor of the Senate.

    Senior administration officials, who weren't authorized to comment by name and requested anonymity, said Obama will set a timeline for putting new power plant controls in place. But he won't issue detailed emission targets or specifics. Instead, the president will launch a process in which the Environmental Protection Agency will work with states to develop specific plans to rein in carbon emissions, with flexibility for each state's circumstances.

    Obama also will announce more aggressive steps to increase efficiency for appliances such as refrigerators and lamps, the White House said, adding that stricter standards could reduce carbon pollution by more than 3 billion tons between now and 2030 ? the equivalent of a half-year's worth of carbon pollution from power plants. Another component of Obama's proposal will involve ramping up hydropower production from existing dams.

    Obama raised climate change as a key second-term issue in his inaugural address in January, but has offered few details since. In his February State of the Union, he issued an ultimatum to lawmakers: "If Congress won't act soon to protect future generations, I will."

    "His view reflects reality," White House spokesman Jay Carney said Monday. "We've seen Congress attempt to deal with this issue, and fail to."

    Framing Obama's efforts as part of a broader, global movement, the White House said the U.S. can play a leading role in persuading other nations to join in efforts to slow the warming of the planet.

    Obama is calling for an end to U.S. support for public financing for new coal-fired plants overseas, officials said, but will exempt plants in the poorest nations as long as the cleanest technology available in those countries is being used. He's also pledging to work with major polluting countries like China and India to curb emissions, building on an agreement Obama struck recently with China's leader to phase out hydrofluorocarbons, potent greenhouse gases used in air conditions and refrigerators.

    Another of Obama's goals ? to prepare communities for the inevitable effects of climate change ? appears to be more aspiration than concrete plan. Community leaders and environmental activists say that what cities and states need to prepare for flooding and higher temperatures is money ? something Obama is hard-pressed to provide without Congress' go-ahead.

    Sidestepping Congress by using executive action doesn't guarantee Obama smooth sailing. Lawmakers could introduce legislation to thwart Obama's efforts. And the rules for existing power plants will almost certainly face legal challenges in court.

    (AP) ? Aerialist Nik Wallenda's tightrope walk over a gorge near the Grand Canyon drew nearly 13 million viewers to the live television broadcast.

    The Discovery Channel said Monday that the quarter-mile stunt at the Little Colorado River Gorge was among the most highly viewed shows in the station's history.

    It also prompted 1.3 million tweets Sunday, making it one of the top trending topics.

    Wallenda took 22 minutes to cross the 2-inch-thick steel cable, 1,500 feet above the dry river bed. He did it without a harness or safety net.

    The well-known daredevil contended with the wind and repeatedly called on God to calm the swaying cable.

    He wore a microphone and two cameras, one that looked down on the river bed and one that faced straight ahead.

    Singapore to Indonesia: Stop sending us your smog.

    Air pollution in Singapore?rose to unhealthy levels this week because of illegal forest clearing in Indonesia,?prompting?Singapore?to urge Indonesia to do something to end the haze.

    Cloudy skies in Jakarta were no match for the breathtaking haze that hit Singapore?on Thursday?as air-pollution levels rose to record highs and sparked a war of words between diplomats in both countries over who should shoulder the blame.

    Companies have asked employees to work from home, the military has stopped training outdoors, and pictures of Singapore's iconic Marine Bay Sands towers barely visible through the haze have been splashed across social media platforms?and newspapers.

    Despite the international blame game, the immediate cause was clear enough: fires used to clear land in Sumatra for farming and palm oil plantations. A local meteorological agency reported nearly 150 hotspots alone in Riau Province, itself a hotspot for mining, logging, and palm oil production.

    Environmental advocacy group Greenpeace released a statement saying that the fires illustrated how Indonesia?s government policies aimed at reducing deforestation had failed?since half of them were in areas off-limits to land clearing.

    Each year slash and burn practices in Indonesia shroud neighboring Singapore and Malaysia in thick haze. As deforestation has accelerated in recent years, it has worsened.

    On Thursday,?Singapore sent a delegation from its environmental agency to Jakarta to call for immediate action.?Singapore?s environment minister, Vivian Balakrishnan, issued an angry statement?on his Facebook page saying no country or corporation ?has the right to pollute the air at the expense of Singaporeans? health and well-being.??

    But Indonesia shot back its own statement: Singapore should stop ?behaving like a child,? said Indonesia?s?Coordinating Minister for People's Welfare, Agung Laksono, who oversees fire response.

    Mr. Balakrishnan had asked the Indonesian government to name and shame the companies involved in the illegal burning. But Indonesia?s forestry ministry launched back, saying?Singapore and Malaysia shared the responsibility for putting pressure on the resource extraction industry since many of companies were based in their countries.

    (AP) ? Islamic militants disguised as policemen killed 10 foreign climbers and a Pakistani guide in a brazen overnight raid against their campsite at the base of one of the world's tallest mountains in northern Pakistan, officials said.

    The Pakistani Taliban claimed it carried out the attack at Nanga Parbat to avenge the death of their deputy leader in a U.S. drone strike last month.

    The area has largely been peaceful, hundreds of kilometers (miles) from the Taliban's major sanctuaries along the Afghan border. But the militant group, which has been waging a bloody insurgency against the government for years, has shown it has the ability to strike almost anywhere in the country.

    The Taliban began their attack by abducting two local guides to take them to the remote base camp in Gilgit-Baltisan, said Interior Minister Chaudhry Nisar Ali Khan. One guide was killed, and the other has been detained for questioning. The attackers disguised themselves by wearing uniforms used by the Gilgit Scounts, a paramilitary force that patrols the area, Khan said.

    Around 15 gunmen attacked the camp at around 11 p.m. Saturday, said the Alpine Club of Pakistan, which spoke with the surviving guide, Sawal Faqir. They began by beating the mountaineers and taking away any mobile and satellite phones they could find, as well as everyone's money, said the club in a statement.

    Some climbers and guides were able to run away, but those that weren't were shot dead, said the club. Faqir was able to hide a satellite phone and eventually used it to notify authorities of the attack.

    Attaur Rehman, the home secretary in Gilgit-Baltistan, said 10 foreigners and one Pakistani were killed in the attack. The dead foreigners included three Ukrainians, two Slovakians, two Chinese, one Lithuanian, one Nepalese and one Chinese-American, according to Rehman and tour operators who were working with the climbers. Matt Boland, the acting spokesman at the U.S. Embassy in Islamabad, confirmed that an American citizen was among the dead, but could not say whether it was a dual Chinese national.

    The shooting ? one of the worst attacks on foreigners in Pakistan in recent years ? occurred in a stunning part of the country that has seen little violence against tourists, although it has experienced attacks by radical Sunni Muslims on minority Shiites in recent years.

    Pakistani Taliban spokesman Ahsanullah Ahsan claimed responsibility for the attack, saying their Jundul Hafsa faction carried out the shooting as retaliation for the death of the Taliban's deputy leader, Waliur Rehman, in a U.S. drone attack on May 29.

    "By killing foreigners, we wanted to give a message to the world to play their role in bringing an end to the drone attacks," Ahsan told The Associated Press by telephone from an undisclosed location.

    The U.S. insists the CIA strikes primarily kill al-Qaida and other militants who threaten the West as well as efforts to stabilize neighboring Afghanistan. In a recent speech, President Barack Obama outlined tighter restrictions on the highly secretive program.

    Pakistani Prime Minister Nawaz Sharif, who wants to pursue peace talks with militants threatening his country, has insisted the U.S. stop the drone strikes, saying they violate Pakistan's sovereignty and are counterproductive because they often kill innocent civilians and stoke anti-U.S. sentiment in this nation of 180 million people.

    Sharif responded to the attack on the camp by vowing "such acts of cruelty and inhumanity would not be tolerated and every effort would be made to make Pakistan a safe place for tourists."

    Officials expressed fear the attack would deal a serious blow to Pakistan's tourism industry, already struggling because of the high level of violence in the country.

    The interior minister promised to take all measures to ensure the safety of tourists as he addressed the National Assembly, which passed a resolution condemning the attack.

    "A lot of tourists come to this area in the summer, and our local people work to earn money from these people," said Syed Mehdi Shah, the chief minister of Gilgit-Baltistan. "This will not only affect our area, but will adversely affect all of Pakistan."

    He said the base camp was cordoned off by police and paramilitary soldiers after the attack, and a military helicopter searched the area.

    Volodymyr Lakomov, the Ukrainian ambassador to Pakistan, also condemned the attack and said, "We hope Pakistani authorities will do their best to find the culprits of this crime."

    Many foreign tourists stay away from Pakistan because of the country's reputation as being a dangerous place. But a relatively small number of intrepid foreigners visit Gilgit-Baltistan during the summer to marvel at the towering peaks in the Himalayan and Karakoram ranges, including K2, the second-highest mountain in the world.

    A few try to climb them. The world's ninth-highest mountain, Nanga Parbat is 8,126 meters (26,660 feet) tall and is notoriously difficult to summit. It is known as the "killer mountain" because of numerous mountaineering deaths in the past.

    Pakistan has very close ties with neighboring China and is sensitive to any issue that could harm the relationship. Pakistani officials have reached out to representatives from China and Ukraine to convey their sympathies, the Foreign Ministry said.

    The government suspended the chief secretary and top police chief in Gilgit-Baltistan following the attack and ordered an inquiry into the incident, said Khan, the interior minister.

    The shooting was one of the worst attacks on foreigners in Pakistan in the last decade. A suicide attack outside a hotel in the southern city of Karachi killed 11 French engineers in 2002. In 2009, gunmen attacked the Sri Lankan cricket team in the eastern city of Lahore, killing six Pakistani policemen, a driver and wounding several players.
