Arizona declines to set up state-based health insurance exchange

PHOENIX (Reuters) - Arizona Governor Jan Brewer said on Wednesday she was rejecting a major provision of President Barack Obama's healthcare reform law that calls for creating state-based health insurance markets where consumers can purchase private, federally subsidized coverage.

Citing lingering questions about the plan and operating costs she said would be passed on to families and small businesses, Brewer, a Republican, said Arizona would join at least 16 other states in opting instead for a federally run health insurance exchange.

Such networks are designed to function as online insurance markets where the uninsured can shop for private health plans offered at federally subsidized rates, and are an integral provision of the Affordable Care Act, a centerpiece of Obama's first term in office.

Brewer, along with many other Republicans, has been an outspoken critic of Obama's healthcare overhaul initiative, calling it an "overreaching and unaffordable assault on states' rights and individual liberty."

Under a newly extended deadline, states have until December 14 to notify the U.S. Health and Human Services Department whether they intend to comply with the insurance exchange mandate or leave it to the federal government to set up and operate exchanges for them.

Seventeen states plus the District of Columbia have told the Obama administration they intend to move ahead with their own exchanges, while Arizona became the latest of 17 states to reject the plan outright in favor of a federally based exchange, according to the Kaiser Family Foundation, which has closely tracked the issue.

Most of those opting out are states in the Midwest or South. Six more states have sought to join with HHS in setting up a hybrid federal-state network, and 10 states remain undecided, the foundation said.

CALLS OPPOSITION 'UNWAVERING'

"My opposition to the Affordable Care Act is unwavering, as is my belief that it should be repealed and replaced," Brewer said in a statement announcing her decision. Republican Mitt Romney, who lost to Obama in the November 6 presidential election, had vowed to repeal the law if elected.

Acknowledging that the law had been upheld as constitutional by the U.S. Supreme Court, and despite her advocacy of greater local control, Brewer said her state would be better off ceding management of a system she said would be dominated by the federal government in any case.

"I have come to the conclusion that the state of Arizona would wield little actual authority over its 'state' exchange," she said.

Although startup costs of exchanges are to be borne by the federal government, Brewer said Arizona stood to incur $27 million to $40 million in operating expenses starting in 2015, and that those costs would be passed along in the form of higher premiums to policy holders.

Brewer, who has clashed sharply with the Obama administration on a number of issues, especially immigration policy, made her intentions known in a one-page letter to HHS on Wednesday.

The state, which also has a Republican-controlled Legislature, had spent millions of dollars in federal grant money over the past several months laying the groundwork for the possible creation of a healthcare exchange.

Brewer faced heavy lobbying from some conservative Republicans who opposed setting up a state-run exchange, while a number of business groups and healthcare organizations favored creating one. State Democrats also strongly support a state-run exchange.

One top Democratic lawmaker criticized Brewer for "an irresponsible decision" that wasted millions of dollars already spent preparing for a state-run exchange.

"The governor is going to throw that all away so she can push an extremist agenda," state House of Representatives Minority Leader Chad Campbell said. "We've come to expect political grandstanding from her, but this is a whole new level."

Campbell said in a statement the state exchange that Brewer rejected would be a plus for consumers, giving them more of a say over their healthcare decisions.

"The governor just signed over a lot of power to the federal government," he added.

A Florida gun collector has pleaded not guilty to a murder charge alleging that he opened fire on a car full of unarmed teenagers, killing one, in an altercation that police say stemmed from loud music.

Michael David Dunn, 45, acted "as any responsible firearms owner would have," his lawyer said of the Friday evening incident at a gas station outside a convenience store in Jacksonville, Fla.

Dunn and his girlfriend were in Jacksonville for his son's wedding when they pulled up in their car next to the teens. Police allege that while the girlfriend was in the store, Dunn told Jordan Russell Davis, 17, and his three friends to turn down their music.

"It was loud," Jacksonville homicide Lt. Rob?Schoonover?said of the teens' music. "They admitted that. That's not a reason for someone to open fire."


After an exchange of words, Dunn began shooting with a handgun, Schoonover said.

"Nobody else in that vehicle was struck; it was just our victim [Davis], which was lucky because the vehicle was shot eight or nine times," Schoonover said.

Davis was in the back seat and was struck twice, reported The Orlando Sentinel.

Dunn and his girlfriend drove off and spent the night at their hotel, according to Schoonover, but witnesses took down his license plate number. Police arrested him Saturday morning at his home in Satellite Beach, Fla., on one charge of murder and three charges of attempted murder.

"His side of the story is he felt threatened and that is the reason he took action," Schoonover said.

On Monday, Dunn ? a gun collector who shot at local gun ranges, according to authorities ? pleaded not guilty in Brevard County court, with his attorney describing his actions as self-defense.

"Once all the facts come out, that what really happened is known, it will be very clear that Mr. Dunn acted responsibly and as any responsible firearms owner would have acted under these same circumstances," said his attorney, Robin Lemonidis, reported?FirstCoastNews.com, the website for NBC station WTLV in Jacksonville.?

Dunn's 20-year-old daughter, Rebecca, told FirstCoastNews.com, "he just reacted," adding that his family was rallying behind him.?

"Everyone in his life loves him and everyone who met him, all of my friends are praying for him," she said.

Dunn, who had been in Brevard County Jail after his arrest, was transferred back to Duval County, where the shooting happened, on Tuesday. His?girlfriend won't face any charges.

"When she came out [of the convenience store], she asked him, 'What's going on?'" Schoonover said. "Supposedly his statement was, 'I just fired at these kids.' I don't know if he knew that he struck anyone in the vehicle. The next morning, I guess when they woke up in the hotel and saw on the news that someone was killed, that's when they got in their car and fled."

Davis, the victim, lived with his father in Florida, but was to be buried in Georgia ? where he was born ? on Saturday, reported jacksonville.com.

Davis' mother, Lucia McBath, who lives outside of Atlanta, asked that her son's death not be thought of as a hate crime.

"We don't know where he was or what kind of dark place he was in at that moment, but something snapped in that man. Something snapped in him, so we are not looking at it as the hate crime because that's not going to honor Jordan," McBath told FirstCoastNews.com.

She said the fact that Dunn drove off after shooting Davis was "unconscionable."

Davis, a high school junior, had just gotten a job at McDonald's, picking up some extra cash after work, his mom said. At Thanksgiving the day before his death, he said he was thankful to God for his family, his mom told FirstCoastNews.com.

"He was just so excited and happy" for everything in his life, she said.?

She said the family is starting a foundation in his memory to help at-risk children.

"It didn't matter to Jordan if you needed the help, you needed the support ? he was going to give it to you no matter what side of the tracks you came from. So we feel it's really important to honor that in him," she said.

Ron Davis, the victim's father, added: "I was looking forward to as a parent to being there when he got married, being there when he found love. All the things that I'm not going to be able to do is what pains me."

I have singled out these three of the 12 lessons because I believe they will resonate with a large number of you out there reading?TheMarioBlog.

The tablet is here to stay: if you don?t have a tablet presence yet, then it?s a good time to start as a new calendar year?approaches.

Concentrate on the navigation: Spend time creating a functional navigational system, one that allows the user to move instantly from one section to the?next.

Use your print background to your benefit: If you feel that you are in a career transition, and that your print background sets you back,? stop lamenting and concentrate on how you can capitalize on what you know to work on this new?platform

The tablet is here to?stay

The figures don?t lie.? There are over 85 million iPads in the market as of today?-many more to appear in near future; by 2015, more than 165 million! And 125 million tablets by other vendors. The appeal of tablets extends through a variety of age groups from young children to the over 75+?set.

Figures released just this week from research firm Analysys International reveal that 2.6 million tablet PCs were sold in China, up from 1.6 million a year?ago.

Based on the particular success of sales of iPads and mini iPads during Black Friday, the start of the Christmas holiday shopping season in the US, we are going to see the number of tablet users increasing.? They will come to their tablets to play games, watch videos and send emails, but they will also want to seek information, the kind that our newspapers and magazines?offer.

Also, my eyes don?t fool me as I travel around the world: more and more I see the people around me engaged with a tablet, usually an?iPad.

It is not a matter of if, but a matter of when, you will be transferring what you do in print to a tablet.? That time should be now, if it has not happened already.? You don?t have to start with the ultimate app, but you can evolve into one.
So get at least an e-reader version where you put pdfs of your printed newspaper into the tablet, graduate to a curated edition, but show your audience that you know many of them are engaged with a tablet to get news and?information.

To them I say: go for it.? You don?t have to be a technical genius to do it.? You don?t have to have passed a ?coding? course with an A+.? And, more importantly, a lot of what you already bring to the table IS welcome at the digital table as well, primarily your storytelling and design?skills.

To them I say: rather than lament the industry?s move to digital, spend the time celebrating your potential in?it.

Zur Hausen is currently in Bangkok as part of the "Bridges: Dialogues Towards a Culture of Peace" forum organised by the Vienna-based International Peace Foundation. The dialogue runs over several months.

Zur Hausen, who says he leads a very sedentary lifestyle and that his exercise consists of a game of chess, won the Nobel Prize for medicine in 2008 for discovering that the human papillomavirus (HPV) causes cervical cancer, the second-most common cancer among women.

He also learned that tumour cells, if they contained an oncogenic virus, would harbour viral DNA integrated into their genomes.

While many cancer-inducing carcinogens known to man are linked to cigarettes and alcohol, zur Hausen has said that drinking a glass of wine every now and then is fine, even healthy. Yet, finding the cause of cancer remains almost impossible.

"No cancer is due to a single factor," he told The Nation.

"Infected cells acquire changes and there's the extremely long latency period."

Zur Hausen, who hails from Germany and was formerly chairman and scientific director of the German Cancer Research Centre (DKFZ), completes his membership at the National Science Transfer and Development Agency in Bangkok at the end of this year.

Joking that more old people were getting cancer because young people died in sports and motor-related accidents, zur Hausen predicted that cancer would remain with humanity for a "long period of time", though different types will be prevalent in different regions.

In Thailand, he said, people were particularly susceptible to a type of liver cancer called cholangeo carcinomia, while in Europe there's a higher rate of pancreatic cancer.

People in Africa, meanwhile, were susceptible to all types of cancer because they had greater exposure to carcinogenic substances.

Hello everyone! My name is Ilya and I'm from Moscow, Russia. I'm a huge fan of roleplaying games and played on various Russian forums for several years by now. Recently I had an idea of trying to find our what English-speaking roleplaying community looks like. My English is quite rough so I guess it would take a lot of courage from any gamemaster to let me join his game with my awful mistakes:-)
I'm a big fan of D&D 4E (unlike, I believe, many of you) because I see a well balanced battle system that doesn't stand in the way of roleplaying in any way. I'm not a fan of vampires, anime-themed games and HUGE DRAMA games, I'm from Russia after all:-) Classical fantasy heroic adventure is more what I like. My recent characters list includes:

LG Dwarf Cleric of Moradin (no, it wasn't boring at all; in fact, it was my best character with whom I played for two years in a great campaign)
CG Human Sorcerer (he was a simple cowboy - until a devil tried to grab his soul!)
CE Dwarf Barbarian (mad cultist of Cyric, thinks every person older than 18 is a wooden doll with no soul or feelings)
NG Goliath Warden (living monument of his native tribe, wiped out by unknown enemy; walking cemetery accompanied by all fellow tribesmen's spirits)

To add a couple of words about myself: I'm not only a video game fan, I actually work in video game industry which is as cool as you think it is.
That's it, I guess. I'll be glad to join any D&D party that is not afraid of a little bit of Russkiy dwarf bear cavalry invasion:-)

iPhone 5 is definitely not boring

When the latest version of Apple's telephone came out, tech cognoscenti immediately declared it "boring." Apparently it didn't come out with enough gee-whiz features to impress the jaded pundits who seem to need a toke on a crack pipe every few minutes to stay interested or awake.


I haven't seen an iPhone 5, nor do I know much about its specs. However, there is one thing I know for sure. The device is not boring.


It's incredible. Amazing. A stunning product that takes my breath away. A marvel of engineering.


And that's true of any smart phone.


100 billion or more transistors are packed into that tiny form factor. There are multiple radios ? GSM/CDMA, GPS, Bluetooth, Wi-fi, perhaps others. I remember when a single AM-only transistor radio was several times the size of a mobile phone. And that device had a grand total of four transistors.


There's a touch-screen display that can interpret complex finger motions. Remember mobile phones of yore (like, just a decade ago)? The GUI was just a seven-segment LED display.


Some of these devices can understand the spoken word. Playing with Siri on an older-generation iPhone recently I asked when Jimi Hendricks died, and within seconds was told September 18, 1970. Cynics complain that Siri relies on a vast data center to parse these queries. Isn't it amazing ? astonishing! ? that a simple spoken request can wing its way around the world and back so quickly? That phone is an interface to tens of thousands of servers. Wow!


The thing runs for more than minutes on a tiny battery. My first cell was a Motorola bag phone that had a three pound 12V lead-acid battery. It ran for a few hours between charges.


There are a lot of ways to measure the cost of a smart phone. But by no metric does that exceed a handful of hundreds of dollars. Apple says the iPhone 5's A6 processor is twice as fast as the A5, which is the CPU in the iPad 2. The latter product is said to have the compute capability of the Cray 2, which in 1985 was the world's fastest computer. And that cost $35 million.


My first deep computing experience was with the University of Maryland's Univac 1108, a machine that cost $10 million, back when $10m was a lot of money. It was protected by an army of acolytes; mere mortals were not allowed to even see the machine, which filled an entire floor of the computer science building. It had a 750 nsec cycle time, a million words of core memory, 200 MB of drum storage (called FASTRAND, it used two counter-rotating 6 foot long drums that weighed about 5000 pounds), and about eight science-fiction-looking tape drives.


God alone knows how much more capability the iPhone has over that monster of a machine. There was email of a sort; at night the machine dialed up other mainframes using a 300 baud modem to exchange messages. There were even games; at 3 AM (this was far too compute-intensive to run during prime hours) some of us could use the machine's one video terminal to play Space War ? the computer could actually (though slowly) draw a circle that represented the sun, and then another circle for the spaceship, which followed Newton's Laws of Motion.


A smart phone is a thousand or a million or some huge multiplier times more capable, and, to a first approximation, costs nothing. Boring? No way.


The ENIAC was one of the earliest programmable digital computers. Vacuum tubes were the transistors of the day. A smart phone built of that technology would be the size of around 200 Vertical Assembly Buildings, the massive structure at Cape Kennedy. It would consume 50 terrawatts, which would drain the phone's battery in under a nanosecond.


And that's boring?


Flip a switch and your house is illuminated. A couple of generations ago when night fell one read by the dim flicker of a kerosene lantern. A video Skype call to the other side of the planet is free. Europe, for those of us on the US's East Coast, is just a six or seven hour journey. Even space is accessible, and is becoming more so, to well-heeled tourists.


We live in an age of, as Paul Simon says, miracles and wonders. I find my smart phone to be an astonishing product, a device of beauty, elegance and almost unimaginable functionality.


Boring? Hardly.

Autism, Special Education Workshops In December | The Stamford ...

FAIRFIELD COUNTY, Conn. ? Two separate, free workshops designed to help parents with children with autism and special needs are planned for early December.

On Dec. 4, the Center for Social Enrichment and Educational Development is hosting a discussion related to funding, financial planning and insurance for children with autism titled, ?Navigating the Funding Landscape from Insurance to Financial Planning.?

Friends of Autistic People and Stamford Education 4 Autism are co-hosting the workshop, which will begin at 7 p.m. at the Hampton Inn & Suites, 26 Mill River St. in Stamford.

The second event, ?Educating Parents: Thinking Beyond One Day at a Time,? will focus on special education law and financial planning.? It is hosted by the Wilton Family YMCA and will begin at? 7 p.m. on Dec. 5 at? the Y, 404 Danbury Road in Wilton.

At both events, the guest presenters will be Westport attorney Lawrence Berliner and Northwestern Mutual financial adviser Stephen Ehrens.

Sydney's iconic Bondi Beach and Clovelly Beach were closed to swimmers on Tuesday as a red algae bloom drifted close to shore, Agence France-Presse reports.

While the red algae, known as Noctiluca scintillans or sea sparkle, has no toxic effects, people are still advised to avoid swimming in areas with discolored water because the algae, which can be high in ammonia, can cause skin irritation.?

"It has got quite a fishy smell to it,"?lifeguard Bruce Hopkins told?the Australian Associated Press.?"It can irritate some people's skin but generally not much more than that."

What companies need to understand is that online competition isn?t just businesses competing for market share in the business world, but information and content published from a variety of sources that compete for search engine and social media users? attention.

In the case of the ?brain? customer, thoughtful analysis of the search and social media landscape revealed popular forums and social networking groups focused on topics related to what the target website visitor would find useful. A more diverse, yet relevant keyword mix proved to be more attainable and more importantly, a better reflection of the interests amongst the target community.

A larger group of keyword targets promoted through the optimization of content and social media channels resulted in the entrepreneur?s website reaching over 300,000 unique visitors per month and a decision to change the business model to advertising over product sales because of the volume of traffic. Had the entrepreneur focused only on ?brain? without conducting competitive and marketplace research, they might still be selling just a few learning games per month instead of a thriving website supported by an active community and strong search engine traffic.

Of course, the research that goes into developing an aggressive search and online marketing strategy goes beyond these basics. GI's treatment focus of hearing in WikiLeaks case

HAGERSTOWN, Md. (AP) ? An Army private charged in the biggest security breach in U.S. history is trying to avoid trial by claiming he's already been punished by confinement conditions that a United Nations torture investigator called cruel, inhuman and degrading.

Pfc. Bradley Manning is expected to testify about his treatment during a pretrial hearing starting Tuesday at Fort Meade. The young intelligence analyst has never spoken publicly about his nearly nine months in the Marine Corps brig in Quantico, Va., from July 2010 to April 2011. The hearing is scheduled to run through Sunday.

Manning was confined alone in a 6-by-8-foot cell for at least 23 hours a day, according to documents filed by the defense. For several days in January 2011, all his clothes were taken from him each night until he was issued a suicide-prevention smock, military officials have said.

The Defense Department has said Manning's treatment properly conformed to his classification as a maximum-custody detainee who posed a risk of injury to himself or others. He was moved in April 2011 to Fort Leavenworth, Kan., where he has a medium-security classification.

Publicity about Manning's treatment helped bring worldwide attention to his case. In March, UN Special Rapporteur on Torture Juan E. Mendez presented a report to the UN's Human Rights Council in which he criticized the U.S. government for refusing his repeated requests for a private visit with Manning.

Although they never spoke, "I am persuaded that Pfc. Manning was subjected to cruel, inhuman and degrading treatment" in violation of the UN Convention Against Torture, Mendez wrote in a Nov. 15 email to The Associated Press.

Mendez said he doesn't know if Manning's treatment amounted to torture, as Manning supporters claim.

Military judges can dismiss all charges if pretrial punishment is particularly egregious, but that rarely happens. The usual remedy is credit at sentencing for time served, said Lisa M. Windsor, a retired Army colonel and former Army judge advocate now in private practice in Washington.

"I think the likelihood of him getting any charges dropped is extremely remote," she said.

If the military judge refuses to dismiss the case, defense attorney David Coombs has requested 10-for-1 credit for 258 days of supposedly punitive confinement. That would knock a little more than seven years off Manning's sentence if he is convicted. He faces the possibility of life imprisonment if convicted of the most serious charge, aiding the enemy, and 162 years on the 21 other counts. His trial is set to begin Feb. 4.

Jeff Paterson, a leader of the Bradley Manning Support Network, said the credit would be meaningless if Manning gets a lengthy sentence.

"If that credit is meaningless, then that signals that you can actually torture any personnel or detainee without any actual consequences," Paterson said.

Manning is accused of sending to the secret-spilling website WikiLeaks hundreds of thousands of classified Iraq and Afghanistan war logs and more than 250,000 diplomatic cables while working as an intelligence analyst in Baghdad in 2009 and 2010.

The 24-year-old native of Crescent, Okla., allegedly told a confidant-turned-informant in an online chat in 2010 that he leaked the information because "I want people to see the truth."

Manning has offered to take responsibility for the leak by pleading guilty to reduced charges. The military judge hasn't yet ruled on the offer. It is not part of a plea deal, and it would not preclude prosecutors from pursuing the original charges.

European lawmaker Strasser on trial for corruption

VIENNA (Reuters) - Disgraced Austrian politician Ernst Strasser goes on trial on Monday in a corruption case that has undermined trust in European and Austrian institutions.

The former Austrian interior minister and European lawmaker could face 10 years in jail if convicted, after being caught on camera offering to propose amendments to European laws in exchange for 100,000 euros ($130,000 a year).

Strasser, 56, was exposed last year by undercover journalists from Britain's Sunday Times posing as lobbyists. He resigned while denying wrongdoing, saying he wanted to protect his party, the Austrian conservative OVP.

"Of course I am a lobbyist," he told the journalists in a secretly filmed video. "This is a wonderful opportunity to learn all the people, to have my own network, and to use this network for my, for my companies. It's a very good combination."

Strasser, one of several once-mighty Austrian politicians brought down by recent corruption scandals, told the journalists he already had five such clients.

He later said in an interview he went along with the "lobbyists" because he believed they were secret service agents and he wanted to follow their trail.

The trial in Vienna comes as European politicians battle to keep faith with the post-war ideals of European integration and rejection of extreme nationalism that led to the founding of what would become the European Union more than 60 years ago.

As the 27 nation bloc struggles to contain a debt crisis, a gulf is widening between more affluent countries and poorer members like Greece, which faces expulsion from the euro zone if it does not maintain a course of harsh austerity measures.

Euroscepticism and nationalism are on the rise in many European countries. In Britain, which has always had a difficult relationship with its continental partners, talk that it could leave the EU has begun to shift from the fringes to the center of political debate.

Less than half of the EU's half a billion citizens voted in the last European Parliament elections in 2009, and a poll last year found that 26 percent had a negative image of the parliament, up from 17 percent three years earlier.

"Most European parliamentarians are as lazy as I am," Strasser told the Sunday Times journalists.

Three other European lawmakers were caught by the Sunday Times sting operation: Romania's Adrian Severin, Slovenia's Zoran Thaler and Spain's Pablo Zalba Bidegain.

Thaler resigned after the scandal but the other two still sit in parliament.

Eight days have been allotted for Strasser's trial, which begins at 0700 GMT and has drawn wide international interest. ($1 = 0.7717 euros)

(from Les Miserables) on?manipulative?British popularity contest Britain?s Got Talent ? which is definitely not staged or planned or scripted at all in any way ? made its way onto YouTube, only to be watched by millions of people who wanted to feel really good about humanity for a short amount of time (and has currently been viewed over 111 million times).

Boyle, who came from a self-declared?life of nothingness,?emerged?as a sort of poster boy for not judging books by their covers, given that Simon Cowell and his merry crew of panel-clad imbeciles first looked upon Boyle as though she might be a walking, talking pile of horse manure, only for the?frumpy?faced 47-year-old to belt out the theatre staple as though she?d practiced it, like, a lot.

After she became a sort of global phenomenon and gave everybody lovely goosebumps, it was reported that?Susan Boyle found it increasingly difficult to cope with all that new-fangled fame and attention. She became depressed and ill, and we haven?t heard much from her since, making this absolutely ripe subject matter for a three-hour movie.?Simon Webb, over at Fox Searchlight, is putting the project together, tentatively titled I Dreamed A Dream (after that song, remember?). What we can expect then, is a movie directed by Stephen Frears, with Philip Seymour Hoffman playing Boyle in an Academy Award-nominated performance.

What would you do if you could go back and do it all again?

This is my favorite question to ask those who have found significant success in any field because they?ve been there, they?ve seen the choices, made the actions, and lived with the results.? Today I want to share my thoughts with you on what I would change (and do again) if I could go back and do it all over, as well as get your thoughts on the question as well (in the comments below)

Obviously, the question is meant to stir up conversation and teach others from experience ? not fall into a lengthy debate about the ?butterfly effect? and how our past mistakes make us who we are so we wouldn?t change anything.? Of course we can?t actually go back. The point of this question is to help those who have not yet been there to learn from past mistakes and successes of those who have been down the road so they can grow faster.

So without further suspense, If I could go back I would:

1.) Start Sooner

This is probably the first and most obvious answer most investors will give.? While I started significantly earlier than most (at the ripe old age of 21) I still wish I would have started earlier. No, not buying property. If anything ? I probably jumped in too soon for that.

However, I wish I would have started focusing on real estate investing sooner, growing in knowledge before jumping into the game.? I never gave much thought to real estate investing until I stumbled into it with my first personal home. I made mistakes starting out that I may not have made had I known more before my first purchase.

The point: You ?start? investing long before your first purchase. So start now.

2.) Connect faster

During my first few years as an investor, my wife and I were on an island. Not a real island like Hawaii (I wish) but a metaphorical island where we were the only ones we knew investing in real estate. Most of my friends were too busy getting drunk or going to college to engage in any sort of serious conversation about the financial world, and most adults I knew were lucky to even own a home.? I began getting involved at BiggerPockets and found a wealth of information and connections ? but I still didn?t have anyone local I could talk with.

The problem wasn?t with my location, the problem was me.

I didn?t find any local investors because I wasn?t looking.? It wasn?t until several years in that I met other local investors and began engaging face-to-face with them. I discovered a vast treasure trove of wisdom and information that can only be found through experience.? I found a local mentor (who I still talk with daily) and began discussing deals, strategies, and stories over cups of coffee.

The point: Make an effort today to find these local investors and connect with them. They will become your closest friends, allies, and business partners.

3.) Stay Away From Stupid Debt

I once believed that debt was a tool and could be wielded like a sword for great power. I?d do the math and see that I could save X amount of money by applying for this credit card or that line of credit. I even fell for the ?save 10% by opening up a store credit card? trick.? I thought I was too smart for the credit card companies.? The thing I didn?t take into account was my own weaknesses and unforeseen circumstances.

I now see debt a little different.

Debt is like a sword with no handle. It does have a lot of power and can magnify your purchasing power, but it can cut you up quite a bit in the process. If I could go back, I?d stay away from stupid debt (credit cards, store credit, and maybe even student loans) and change my belief that there is ?good debt and bad debt? to ?bad debt and worse debt.?

To steer away from the hypothetical, let me give you an example of what I?m talking about. One of my first flips was funded primarily using hard money and credit cards. I maxed out several Home Depot credit cards while remodeling the home (a technique I?d read in a book from a guru). I saw this debt as ?good debt? because it was 12 months interest-free. (I?m sure you?ve seen the same promotions.)? However, Home Depot and CitiBank (the bank behind the card) are not stupid nor generous. They understand human nature.

When prices began to drop suddenly I was forced to refinance the home and turn it into a rental. The bank, however, would not include the Home Depot cards into the refinance and as a result I carried that debt for a long time ? paying huge amounts in interest and severely affecting my ability to get future mortgages.

The point: Get your credit in shape now and stay away from credit cards. You are not smarter than human nature and the inevitability of unforeseen circumstances.

4.) Stay Away from Renting to Family and Friends.

I?d read it a million times. It made perfect sense. I understood the concept.

However, I still did it.

To this day ? I still regret it. When you begin obtaining rentals ? you will have family and friends looking for a place to live. This never turns out okay. I?m sure you?ve heard that lending money to family or friends almost always turns out bad ? but renting to them is even worse.? It creates a ?slave-master? type of relationship and often ends with a severed relationship.? The landlord will always be the greedy bad guy.

The point: NEVER rent to family or friends.

5.) Make a Plan

Not everything I did at the start was a mistake. A lot of things I?m actually quite happy with and I would do again and advise others to do the same. Perhaps the most important was creating a plan.

Like, an actual written plan.

Having a written plan is like having a road map ? it shows you the best way to get from A to B and keeps you from easily deviating to C, D, or Z.

When I decided that I wanted to invest in real estate for the long haul (and retire by thirty) I made a mathematical plan that would get me there. This plan simply penciled out my strategy to buy small properties until I could ?trade up? for larger ones. In essence, it was my Monopoly strategy on paper.

Sure, there have been deviations from this original plan due to inevitable changes, both internal and external, but overall I?ve followed the spirit of it and as a result am actually much further along than my plan had suggested.

The Point: Write down your plan, then simply follow it.

After Sandy, lower Manhattan limps back to life

NEW YORK (AP) ? The hum of massive mobile generators, boilers and pumps emerges blocks from Manhattan's Financial District and turns into a steady din south of Wall Street ? the now-familiar sound of an area laboring to recover from Superstorm Sandy.

Other parts of the city have gotten mayoral visits and media attention after the Oct. 29 storm killed dozens of residents and tore apart homes in coastal neighborhoods. Less obvious were the millions upon million gallons of sea water that wreaked havoc on subterranean electrical panels and other internal infrastructure throughout lower Manhattan, making them unusable even after power was restored to the area.

"There were waves on Wall Street, and it all ended up here," Mike Lahm, a building engineer who rode out the storm at 120 Wall Street, said during a recent tour of the skyscraper's basement.

Nearly a month later, some of the high-rises that are home to investment banks, large law firms and luxury apartments have bounced back quickly. But others buildings remain eerily dark and vacant.

Landlords have warned full power won't be back for weeks, if not months, leaving businesses and residents displaced and uncertain about when ? and even whether ? they'll return. JP Morgan Chase, the Daily News and the American Civil Liberties Union are among tenants still operating in satellite locations after getting washed out of their headquarters in lower Manhattan.

Heavy flooding also hit a complex of multimillion-dollar apartments along the Hudson River, whose well-heeled owners ? reportedly including Gwyneth Paltrow and Meryl Streep ? could quietly retreat to second or third homes on higher and drier ground.

"What you're looking at here is a mass exodus," downtown resident Gail Strum said as she retrieved some files and other belongings from a rental apartment building that's still without power. "It feels like there's no coming back."

On paper, Strum's assessment sounds too pessimistic. The city Buildings Department declared only nine buildings in lower Manhattan unsafe because of structural damage from the storm, and the power company, Consolidated Edison, says all buildings citywide had access to electricity and steam power by Nov. 15.

A real estate consulting firm that's tracking the lower Manhattan recovery, Jones Lang LaSalle, says 49 of the 183 office buildings in the business district were closed because of mechanical failures. By the latest count, at least half were back in full operation, even if it has meant relying on temporary power. More are expected to follow.

"We see that as a very healthy pace," said John Wheeler, a Jones Lang LaSalle executive.

One success story was 120 Wall Street, a 600,000-square-foot, 34-story skyscraper built near the East River that's home to nonprofits such as the National Urban League, the United Negro College Fund and the Eye-Bank for Sight Restoration.

Even before Sandy hit, landlord Silverstein Properties got ahead of a scramble for recovery resources by securing portable diesel generators each capable of providing 2 megawatts of power. Afterward, the building brought in its own fuel tanker from Pennsylvania ? and a security team from Florida to guard it ? so it could keep the generators going during the gas crunch.

Using a mix of generator power and restored Con Ed service, engineers had the elevators, lights and heat up and running by mid-November.

To the tenants, "It's as if the building's operating normally," said Jeremy Moss, a vice president with Silverstein Properties.

What tenants don't see in the bowels of 120 Wall Street is a thicket of temporary, exposed wiring that runs everywhere. The warning "LIVE WIRE. KEEP OUT" is spray-painted in red on the door of a room housing switches, fuses or circuit breakers after it was submerged. The air is clammy and musty ? "the smell of the East River," said Lahm, the building engineer.

Fearing the East River might one day try again to meet the Hudson, 120 Wall Street and other buildings are facing an even bigger, more expensive job: Moving critical infrastructure to higher floors or even roofs.

"We're going to need to relocate equipment so history doesn't repeat itself," Moss said.

Farther uptown, NYU Langone Medical Center and Bellevue Hospital Center had put generators on high floors where they could be protected in a flood. But they still suffered failures with Sandy, apparently because other critical components of the backup power system, such as fuel pumps and tanks, remained in basements just a block from the East River.

While 120 Wall Street enjoys a degree of normalcy, other newer and taller glass towers around it remain shut as teams of contractors and workers struggle to restore power, phone and other services. Tractor-trailers providing emergency services such as "microbial remediation" crowd the streets. Cabs are few.

Fire engines became a part of the mix on Friday with the report of a fire in the basement of another vacated office building at 55 Water St. ? the address for financial services company Standard & Poor's and the city Department of Transportation ? that left two dozen people suffering from smoke inhalation and sent four to a hospital. The cause wasn't immediately clear.

The lower Manhattan disarray has also reached the courtroom. Last week, a resident of a still-evacuated luxury high-rise filed a $35 million lawsuit against his condo board and management company, accusing them of "gross negligence" in the wake of Sandy.

The management company, Cooper Square Realty, fired back in a letter from its chief executive, David Kuperberg, claiming that contractors recruited from as far away as Wisconsin and Michigan have been working nonstop to tear out wet walls, carpeting and wallpaper to prevent mold; installing new generators; rebuilding a water pump; and mopping up residue left by oil-tainted salt water.

"While Cooper Square Reality did not cause the storm, the company is doing everything it can" to get people back in their homes, Kuperberg wrote.

The uncertainty also is evident at South Street Seaport, a cluster of early 19th-century mercantile buildings converted to retail shops and apartments. Usually teeming with tourists, the seaport remained a ghost town late last week, despite postcard-perfect weather.

Inside a shut-down brew pub still without lights, workers wearing masks and white jumpsuits scrubbed down the bar, floor and tables. Many businesses, including Ann Taylor, Body Shop and Guess outlets, were still boarded up with plywood.

Also shuttered was "Bodies ... The Exhibition," the show featuring dissected human cadavers that has been a fixture there since 2005. Its website says that due to "damage to our venue, we are closed until further notice."

Some seaport residents have electricity back but no heat or hot water. Liz McKenna, 54, who was living in a third-floor apartment overlooking the East River when a deluge filled the entire first floor with water, said she expects to be able to move back in a couple of weeks ? maybe.

"That's only a guess," she said as she picked up her mail. "Look around. Nobody really knows how bad it is down here. ... We've been ignored."

One of the few businesses to open its doors, Meade's bar and restaurant, had no customers at lunchtime.

"We're open, but who are we open for?" said 28-year-old bartender Nichole Osborne. "All of my regulars are displaced."

An etching on the front window, quoting Dylan Thomas, offered a glimmer of resolve: "Rage, rage against the dying of the light."
